Final update: I went to the City Hall and asked about this subject. The property I was on is indeed private property according to the law officer who was kind enough to answer my questions. He also acknowledged that because there were signs that said, "Open to Public" that the worst that could have happened was I could have been charged for trespassing. He also verified that taking pictures of children and people in public and/or on public property is not against the law. So today I ran into a little issue as I was taking photographs at a city facility that has a big sign saying, "Open to Public." I was taking some photographs at the tennis court, and I was asked to leave by a tennis instructor on the scene, his reasoning was that he didn't want me taking pictures of the children on the court, which might upset their parents. I did leave, but later I started to wonder about my rights and from what I have pieced together, I am within my rights to take photographs of anyone, even children, in public and on public property so long as it doesn't defame or harm the individuals.
